Most people think having a few years of food storage makes you self sufficient, that is not the case. A person needs to try to produce what they use and have the food storage to fall back on in case of failures. It takes years of practice and many failures before you will have any success, so don't wait until things go really bad to start producing for ones self and families. If you think the govts. going to help forget it, people do need to take personal responsibility now to avoid sever future hardships.
