Army deploys combat unit in US for possible civil unrest

For the first time ever, the US military is deploying an active duty regular Army combat unit for full-time use inside the United States to deal with emergencies, including potential civil unrest.
Beginning on October 1, the First Brigade Combat Team of the Third Division will be placed under the command of US Army North, the Army’s component of the Pentagon’s Northern Command (NorthCom), which was created in the wake of the September 11, 2001 terrorist attacks with the stated mission of defending the US “homeland” and aiding federal, state and local authorities.
The unit—known as the “Raiders”—is among the Army’s most “blooded.” It has spent nearly three out of the last five years deployed in Iraq, leading the assault on Baghdad in 2003 and carrying out house-to-house combat in the suppression of resistance in the city of Ramadi. It was the first brigade combat team to be sent to Iraq three times.
While active-duty units previously have been used in temporary assignments, such as the combat-equipped troops deployed in New Orleans, which was effectively placed under martial law in the wake of Hurricane Katrina, this marks the first time that an Army combat unit has been given a dedicated assignment in which US soil constitutes its “battle zone.”
The Pentagon’s official pronouncements have stressed the role of specialized units in a potential response to terrorist attack within the US.
Gen. George Casey, the Army chief of staff, attended a training exercise last week for about 250 members of the unit at Fort Stewart, Georgia. The focus of the exercise, according to the Army’s public affairs office, was how troops “might fly search and rescue missions, extract casualties and decontaminate people following a catastrophic nuclear attack in the nation’s heartland.”
“We are at war with a global extremist network that is not going away,” Casey told the soldiers. “I hope we don’t have to use it, but we need the capability.”
However, the mission assigned to the nearly 4,000 troops of the First Brigade Combat Team does not consist merely of rescuing victims of terrorist attacks. An article that appeared earlier this month in the Army Times (“Brigade homeland tours start Oct. 1”), a publication that is widely read within the military, paints a different and far more ominous picture.
“They may be called upon to help with civil unrest and crowd control,” the paper reports. It quotes the unit’s commander, Col. Robert Cloutier, as saying that the 1st BCT’s soldiers are being trained in the use of “the first ever nonlethal package the Army has fielded.” The weapons, the paper reported, are “designed to subdue unruly or dangerous individuals without killing them.” The equipment includes beanbag bullets, shields and batons and equipment for erecting roadblocks.
It appears that as part of the training for deployment within the US, the soldiers have been ordered to test some of this non-lethal equipment on each other.
“I was the first guy in the brigade to get Tasered,” Cloutier told the Army Times. He described the effects of the electroshock weapon as “your worst muscle cramp ever—times 10 throughout your whole body.”
The colonel’s remark suggests that, in preparation for their “homefront” duties, rank-and-file troops are also being routinely Tasered. The brutalizing effect and intent of such a macabre training exercise is to inure troops against sympathy for the pain and suffering they may be called upon to inflict on the civilian population using these same “non-lethal” weapons.
According to military officials quoted by the Army Times, the deployment of regular Army troops in the US begun with the First Brigade Combat Team is to become permanent, with different units rotated into the assignment on an annual basis.
In an online interview with reporters earlier this month, NorthCom officers were asked about the implications of the new deployment for the Posse Comitatus Act, the 230-year-old legal statute that bars the use of US military forces for law enforcement purposes within the US itself.
Col. Lou Volger, NorthCom’s chief of future operations, tried to downplay any enforcement role, but added, “We will integrate with law enforcement to understand the situation and make sure we’re aware of any threats.”
Volger acknowledged the obvious, that the Brigade Combat Team is a military force, while attempting to dismiss the likelihood that it would play any military role. It “has forces for security,” he said, “but that’s really—they call them security forces, but that’s really just to establish our own footprint and make sure that we can operate and run our own bases.”
Lt. Col. James Shores, another NorthCom officer, chimed in, “Let’s say even if there was a scenario that developed into a branch of a civil disturbance—even at that point it would take a presidential directive to even get it close to anything that you’re suggesting.”
Whatever is required to trigger such an intervention, clearly Col. Cloutier and his troops are preparing for it with their hands-on training in the use of “non-lethal” means of repression.
The extreme sensitivity of the military brass on this issue notwithstanding, the reality is that the intervention of the military in domestic affairs has grown sharply over the last period under conditions in which its involvement in two colonial-style wars abroad has given it a far more prominent role in American political life.
The Bush administration has worked to tear down any barriers to the use of the military in domestic repression. Thus, in the 2007 Pentagon spending bill it inserted a measure to amend the Posse Comitatus Act to clear the way for the domestic deployment of the military in the event of natural disaster, terrorist attack or “other conditions in which the president determines that domestic violence has occurred to the extent that state officials cannot maintain public order.”
The provision granted the president sweeping new powers to impose martial law by declaring a “public emergency” for virtually any reason, allowing him to deploy troops anywhere in the US and to take control of state-based National Guard units without the consent of state governors in order to “suppress public disorder.”
The provision was subsequently repealed by Congress as part of the 2008 military appropriations legislation, but the intent remains. Given the sweeping powers claimed by the White House in the name of the “commander in chief” in a global war on terror—powers to suspend habeas corpus, carry out wholesale domestic spying and conduct torture—there is no reason to believe it would respect legal restrictions against the use of military force at home.
It is noteworthy that the deployment of US combat troops “as an on-call federal response force for natural or manmade emergencies and disasters”—in the words of the Army Times—coincides with the eruption of the greatest economic emergency and financial disaster since the Great Depression of the 1930s.
Justified as a response to terrorist threats, the real source of the growing preparations for the use of US military force within America’s borders lies not in the events of September 11, 2001 or the danger that they will be repeated. Rather, the domestic mobilization of the armed forces is a response by the US ruling establishment to the growing threat to political stability.
Under conditions of deepening economic crisis, the unprecedented social chasm separating the country’s working people from the obscenely wealthy financial elite becomes unsustainable within the existing political framework.

The self-named Bonus Expeditionary Force was an assemblage of some 43,000 marchers — 17,000 World War I veterans, their families, and affiliated groups, who protested in Washington, D.C., in spring and summer of 1932. Called the Bonus March by the news media, the Bonus Marchers were more popularly known as the Bonus Army. The war veterans sought immediate, cash payment of Service Certificates granted them eight years earlier via the Adjusted Service Certificate Law of 1924. Each Service Certificate, issued to a qualified veteran soldier, bore a face value equal to the soldier's promised payment, plus compound interest. The problem was that the certificates (like bonds), matured twenty years from the date of original issuance, thus, under extant law, the Service Certificates were un-redeemable until 1945.
The Bonus Army was led by Walter W. Waters, a former Army sergeant, and were encouraged in their demand for immediate cash-payment redemption of their service certificates by retired U.S.M.C. Maj. Gen. Smedley Butler, a most popular military man of the time.
The Bonus
The practice of war-time military bonuses (adjusted for rank) began in 1776, as payment for the difference between what a soldier earned and what he could have earned had he not enlisted. Before World War One, the soldier's military service bonus was land and money — a Continental Army private received 100 acres and $80.00 at war's end. In 1855, Congress increased the land-grant minimum to 160 acres, and reduced the eligibility requirements to fourteen days of military service, or one battle; moreover, the bonus also applied to veterans of any Indian war. Breaking with tradition, the veterans of the Spanish-American War received no bonus, and, after World War One, their not receiving a military service bonus became a political matter when WWI veterans received only a $60 bonus. In 1919, the American Legion was created, and led a political movement for an additional bonus.
In 1924, over-riding President Calvin Coolidge's veto, Congress legislated compensation for veterans to recognise their war-time suffering: receive a dollar for each day of domestic service, to a maximum of $500; and $1.25 for each day of overseas service, to a maximum of $625. Amounts owed of $50 or less were immediately paid; greater sums were issued as certificates of service maturing in 20 years.
Some 3,662,374 military service certificates were issued, with a face value of $3.638 billion dollars. Congress established a trust fund to receive 20 annual payments of $112 million that, with interest, would finance the $3.638 billion dollars owed to the veterans in 1945. Meanwhile, veterans could borrow up to 22.50 per cent of the certificate's face value from the fund, but, in 1931, because of the Great Economic Depression, Congress increased the loan value to 50 per cent of the certificate's face value, yet, by April of 1932, loans amounting to $1.248 billion dollars had been paid, leaving a $2.36-billion-dollar deficit. Although there was Congressional support for the immediate redemption (payment) of the military service certificates, President Hoover and Republican congressmen opposed that, because it would negatively affect the Federal Government's budget and Depression-relief programmes. Meanwhile, veterans organisations pressed the Federal Government to allow the early redemption of their military service certificates.
Arrival in Washington
The Bonus Army massed at the United States Capitol on June 17 as the U.S. Senate voted on the Patman Bonus Bill, which would have moved forward the date when World War I veterans received a cash bonus. Most of the Bonus Army camped in a Hooverville on the Anacostia Flats, then a swampy, muddy area across the Anacostia River from the federal core of Washington. The camps, built from materials scavenged from a nearby rubbish dump, were tightly controlled by the veterans with streets laid out, sanitation facilities built and parades held daily. To live in the camps, veterans were required to register and prove they had been honorably discharged. The protesters had hoped that they could convince Congress to make payments that would be granted to veterans immediately, which would have provided relief for the marchers who were unemployed due to the Depression. The bill had passed the House of Representatives on June 15 but was blocked in the Senate.
The U.S. Army intervenes
On the 28th of July 1932, Attorney General Mitchell ordered the police evacuation of the Bonus Army veterans, who resisted; the police shot at them, and killed two. When told of the killings, President Hoover ordered the U.S. Army to effect the evacuation of the Bonus Army from Washington, D.C.
At 4:45 p.m., commanded by Gen. Douglas MacArthur, the 12th Infantry Regiment, Fort Howard, Maryland, and the 3rd Cavalry Regiment, supported with six battle tanks commanded by Maj. George S. Patton, Fort Myer, Virginia, formed in Pennsylvania Avenue while thousands of Civil Service employees left work to line the street and watch the U.S. Army attack its own veterans. The Bonus Marchers, believing the display was in their honour, cheered the troops until Maj. Patton charged the cavalry against them — to which action the Civil Service employee spectators yelled: "Shame! Shame!" against the charging cavalry.
After the cavalry charge, infantry, with fixed bayonets and adamsite gas, entered the Bonus Army camps, evicting veterans, families, and camp followers. The veterans fled across the Anacostia River, to their largest camp; President Hoover ordered the Army assault stopped, however, Gen. MacArthur—feeling this free-speech exercise was a Communist attempt at overthrowing the U.S. Government—ignored the President and re-attacked. Hundreds of veterans were injured, several were killed — including William Hushka and Eric Carlson; a veteran's wife miscarried; and many other veterans were hurt. The sight of armed U.S. Army soldiers attacking poor American veterans of the recent Great War later prompted formal veteran relief funds, and, eventually, establishment of the Veterans Administration. Eisenhower had strong reservations about routing the anti-Bonus Army.
The Posse Comitatus Act — forbidding civilian police work by the U.S. military — did not apply to Washington, D.C., because it is the federal district directly governed by the U.S. Congress (U.S. Constitution, Article I. Section 8. Clause 17). The exemption was created because of an earlier "Bonus March". In 1781, most of the Continental Army was demobilised without pay, two years later, in 1783, hundreds of Pennsylvania war veterans marched on Philadelphia, surrounded the State House wherein Congress was in session, and demanded their pay. The U.S. Congress fled to Princeton, New Jersey, and, several weeks later, the U.S. Army expelled the war veterans back to home, out of the national capital.
Gen. MacArthur's attacks on the Bonus Army veterans yielded:
Two veterans killed.
Two infants asphyxiated with adamsite gas.
An 11-week-old baby suffered shock from the gassing.
An 11-year-old boy, David Barscheski, was partially blinded by the gassing.
A civilian bystander was shot in the shoulder.
Veteran Christopher Bilger's ear was severed by a cavalryman.
A veteran was bayonetted in the hip.
Twelve policemen were injured by the veterans.
More than 1,000 men, women, and children were gassed with adamsite gas, including policemen, news reporters, civil residents of Washington D.C., and ambulance drivers.
Aftermath
A movie Gabriel Over the White House, was released by MGM in March 1933 that depicted the Bonus March but with a more positive outcome. Produced by William Randolph Hearst’s Cosmopolitan Pictures it concerned the actions of "President Hammond" who ends the depression and solves the marchers problems through authoritarian means which results in a stable economy, elimination of crime, and creation of world peace.[1]
Following his election, President Franklin D. Roosevelt did not want to pay the bonus early either, but handled the veterans with more skill. In March 1933 Roosevelt issued an executive order allowing the enrollment of 25,000 veterans in the Civilian Conservation Corps for work in forests. When they marched on Washington again in May 1933, he sent his wife Eleanor to chat with the vets and pour coffee with them, and she persuaded many of them to sign up for jobs making a roadway to the Florida Keys, which was to become the Overseas Highway, the southernmost portion of U.S. 1. On September 2, the disastrous Labor Day Hurricane of 1935 killed 258 veterans working on the Highway. After seeing more newsreels of veterans giving their lives for a government that had taken them for granted, public sentiment built up so much that Congress could no longer afford to ignore it in an election year (1936). Roosevelt's veto was overridden, making the bonus a reality.
Perhaps the Bonus Army's greatest accomplishment was the piece of legislation known as the G. I. Bill of Rights [citation needed]. Passed in July, 1944, it immensely helped veterans from the Second World War to secure needed assistance from the federal government to help them fit back into civilian life, something the World War I veterans of the Bonus Army had not received. The Bonus Army's activities can also be seen as a template for the March on Washington for Jobs and Freedom in 1963, and popular political demonstrations and activism that took place in the U.S. later in the 20th century.

Several [1] bloggers [2] today [3] have pointed to this obviously disturbing article from Army Times [4], which announces that "beginning Oct. 1 for 12 months, the [1st Brigade Combat Team of the 3rd Infantry Division] will be under the day-to-day control of U.S. Army North" -- "the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities." The article details:
They'll learn new skills, use some of the ones they acquired in the war zone and more than likely will not be shot at while doing any of it.
They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack. . . .
The 1st BCT's soldiers also will learn how to use "the first ever nonlethal package that the Army has fielded," 1st BCT commander Col. Roger Cloutier said, referring to crowd and traffic control equipment and nonlethal weapons designed to subdue unruly or dangerous individuals without killing them.
"It's a new modular package of nonlethal capabilities that they're fielding. They've been using pieces of it in Iraq, but this is the first time that these modules were consolidated and this package fielded, and because of this mission we're undertaking we were the first to get it."
The package includes equipment to stand up a hasty road block; spike strips for slowing, stopping or controlling traffic; shields and batons; and, beanbag bullets.
"I was the first guy in the brigade to get Tasered," said Cloutier, describing the experience as "your worst muscle cramp ever -- times 10 throughout your whole body". . . .
The brigade will not change its name, but the force will be known for the next year as a CBRNE Consequence Management Response Force, or CCMRF (pronounced "sea-smurf").
For more than 100 years -- since the end of the Civil War -- deployment of the U.S. military inside the U.S. has been prohibited under The Posse Comitatus Act (the only exceptions being that the National Guard and Coast Guard are exempted, and use of the military on an emergency ad hoc basis is permitted, such as what happened after Hurricane Katrina). Though there have been some erosions of this prohibition over the last several decades (most perniciously to allow the use of the military to work with law enforcement agencies in the "War on Drugs"), the bright line ban on using the U.S. military as a standing law enforcement force inside the U.S. has been more or less honored -- until now. And as the Army Times notes, once this particular brigade completes its one-year assignment, "expectations are that another, as yet unnamed, active-duty brigade will take over and that the mission will be a permanent one."
After Hurricane Katrina, the Bush administration began openly agitating for what would be, in essence, a complete elimination of the key prohibitions of the Posse Comitatus Act in order to allow the President to deploy U.S. military forces inside the U.S. basically at will -- and, as usual, they were successful as a result of rapid bipartisan compliance with the Leader's demand (the same kind of compliance that is about to foist a bailout package on the nation [5]). This April, 2007 article [6] by James Bovard in The American Conservative detailed the now-familiar mechanics that led to the destruction of this particular long-standing democratic safeguard:
The Defense Authorization Act of 2006, passed on Sept. 30, empowers President George W. Bush to impose martial law in the event of a terrorist "incident," if he or other federal officials perceive a shortfall of "public order," or even in response to antiwar protests that get unruly as a result of government provocations. . . .
It only took a few paragraphs in a $500 billion, 591-page bill to raze one of the most important limits on federal power. Congress passed the Insurrection Act in 1807 to severely restrict the president's ability to deploy the military within the United States. The Posse Comitatus Act of 1878 tightened these restrictions, imposing a two-year prison sentence on anyone who used the military within the U.S. without the express permission of Congress. But there is a loophole: Posse Comitatus is waived if the president invokes the Insurrection Act.
Section 1076 of the John Warner National Defense Authorization Act for Fiscal Year 2007 changed the name of the key provision in the statute book from "Insurrection Act" to "Enforcement of the Laws to Restore Public Order Act." The Insurrection Act of 1807 stated that the president could deploy troops within the United States only "to suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy." The new law expands the list to include "natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition" -- and such "condition" is not defined or limited. . . .
The story of how Section 1076 became law vivifies how expanding government power is almost always the correct answer in Washington. Some people have claimed the provision was slipped into the bill in the middle of the night. In reality, the administration clearly signaled its intent and almost no one in the media or Congress tried to stop it . . . .
Section 1076 was supported by both conservatives and liberals. Sen. Carl Levin (D-Mich.), the ranking Democratic member on the Senate Armed Services Committee, co-wrote the provision along with committee chairman Sen. John Warner (R-Va.). Sen. Ted Kennedy openly endorsed it, and Rep. Duncan Hunter (R-Calif.), then-chairman of the House Armed Services Committee, was an avid proponent. . . .
Sen. Patrick Leahy (D-Vt.), the ranking Democrat on the Senate Judiciary Committee, warned on Sept. 19 that "we certainly do not need to make it easier for Presidents to declare martial law," but his alarm got no response. Ten days later, he commented in the Congressional Record: "Using the military for law enforcement goes against one of the founding tenets of our democracy." Leahy further condemned the process, declaring that it "was just slipped in the defense bill as a rider with little study. Other congressional committees with jurisdiction over these matters had no chance to comment, let alone hold hearings on, these proposals."
As is typical, very few members of the media even mentioned any of this, let alone discussed it (and I failed to give this the attention it deserved at the time), but Congressional Quarterly's Jeff Stein wrote an excellent article [7] at the time detailing the process and noted that "despite such a radical turn, the new law garnered little dissent, or even attention, on the Hill." Stein also noted that while "the blogosphere, of course, was all over it . . . a search of The Washington Post and New York Times archives, using the terms 'Insurrection Act,' 'martial law' and 'Congress,' came up empty." Bovard and Stein both noted that every Governor -- including Republicans -- joined in Leahy's objections, as they perceived it as a threat from the Federal Government to what has long been the role of the National Guard. But those concerns were easily brushed aside by the bipartisan majorities in Congress, eager -- as always -- to grant the President this radical new power.
The decision this month to permanently deploy a U.S. Army brigade inside the U.S. for purely domestic law enforcement purposes is the fruit of the Congressional elimination of the long-standing prohibitions in Posse Comitatus (although there are credible signs [8] that even before Congress acted, the Bush administration secretly decided it possessed the inherent power to violate the Act). It shouldn't take any efforts to explain why the permanent deployment of the U.S. military inside American cities, acting as the President's police force, is so disturbing. Bovard:
"Martial law" is a euphemism for military dictatorship. When foreign democracies are overthrown and a junta establishes martial law, Americans usually recognize that a fundamental change has occurred. . . . Section 1076 is Enabling Act-type legislation-something that purports to preserve law-and-order while formally empowering the president to rule by decree.
The historic importance of the Posse Comitatus prohibition was also well-analyzed here [9].
As the recent militarization of St. Paul during the GOP Convention made abundantly clear, our actual police forces are already quite militarized. Still, what possible rationale is there for permanently deploying the U.S. Army inside the United States -- under the command of the President -- for any purpose, let alone things such as "crowd control," other traditional law enforcement functions, and a seemingly unlimited array of other uses at the President's sole discretion? And where are all of the stalwart right-wing "small government conservatives" who spent the 1990s so vocally opposing every aspect of the growing federal police force? And would it be possible to get some explanation from the Government about what the rationale is for this unprecedented domestic military deployment (at least unprecedented since the Civil War), and why it is being undertaken now?
UPDATE: As this commenter notes [10], the 2008 National Defense Authorization Act somewhat limited the scope of the powers granted by the 2007 Act detailed above (mostly to address constitutional concerns by limiting the President's powers to deploy the military to suppress disorder that threatens constitutional rights), but President Bush, when signing that 2008 Act into law, issued a signing statement [11] which, though vague, seems to declare that he does not recognize those new limitations.
UPDATE II: There's no need to start manufacturing all sorts of scare scenarios about Bush canceling elections or the imminent declaration of martial law or anything of that sort. None of that is going to happen with a single brigade and it's unlikely in the extreme that they'd be announcing these deployments if they had activated any such plans. The point is that the deployment is a very dangerous precedent, quite possibly illegal, and a radical abandonment of an important democratic safeguard. As always with first steps of this sort, the danger lies in how the power can be abused in the future.

I simply cannot add anything more to this debate as you all seem more intelligent and knowledgeable than myself on this matter . In fact i am in shock at this news and i agree that it may be the first baby steps to a much darker future . Get the public used to an idea then just simply keep gently pushing the boundries as to what is acceptable , then by the time the public are overly concerned it's too late to complain and all in the name of 'Security' ! . What with a 'Possible' ecconomic meltdown the future looks very bleak . I weep for my child and it's 'Possible' future !.

If you deny that the U.S. is CURRENTLY under Martial Law you are not only locked into complete psychological denial you are an imbecile and a fool. Time to awaken; it is the Fall, the days are growing shorter.
Martial Law actually used to be called "Maritime Law" because Navies used to be the controlling/policing entity and primary military force of the globe. Then it was changed to "Martial Law." Some still use "Maritime Law" especially old salty dogs.
But either way; local "law enforcement" and Homeland Security have basically fully made the transition into Federal Agents now.
After George HW Bush called up Martial Law in 1992 due to the Los Angels "Riots" of 1992 when the 1st Marines from Camp Pendleton, California and the 1st Armored Infantry Battalion form Fort Ord, California were deployed upon the city of Los Angeles. Under George HW Bush and for the first time in the history of the United States Posse Comitadus was repealed and US Federal Troops invaded their own country and killed their own people.
George HW Bush never truly and fully repealed his declaration of Martial Law once he called for it and that's why he made his infamous "New World Order will be a success" speech that we all know and love so well...
Then it was only a matter of his son capturing the Throne so he continue the work his father King George I had began.
King George II has since installed 27 "Presidential Directives", forced the FISA bill on the nation, empowered FEMA and created Homeland Security which all together completed his fathers earlier work and finalized the official but "unannounced" transition into full "Martial Law."
Modern Definition of Martial Law:
Martial law is when military-like actions are taken upon a nations own citizens and constitutional and human rights are violated on a regular basis as part of a standard operating procedure (SOP).
It is when you cannot protest without a "permit" and your freedom of speech is silenced.
It is basically what they call a "police state". It is when the "police" are trained by and act like federal officials/military police rather than the civilian peace keepers they are supposed to be.
It is when random AND permanent checkpoints are set up by Homeland Security and police officers like they have now all over the country especially along interstate-highway 8 and 10.
Many believe that martial law is ONLY when the actual Army/Marines/National Guard patrol the streets but this is incorrect as these troops are committed in Iraq and Afghanistan and attending to the other 1100 U.S. military bases that are outside of the U.S.
Homeland Security and the local police departments have been trained by federal agents and are federal agents and in these modern times are now enforcing obvious martial law.
The days of the Army rolling down the street in tanks is over as it is unnecessary because the U.S. citizens have been pacified enough and Homeland Security and the Police have been trained and armed enough to where this would surely be overkill.
Besides there are US National Guard bases in the majority of 30,000+ population towns and the troops are committed overseas.
A basic example of Standard Operating Procedure (SOP) for martial law would be the internment camps they have set-up in Colorado in preparation for the Democratic National Convention (DNC).
If the country was not under martial law setting up these kind of warehouse-style camps which are being hidden from the media and the citizens would not be permitted by the city, county or state.
Watch a White House press conference and/or go to your local court house and peak inside a court room and look at the American Flag.
You will notice that the flag will have gold tassel around it's borders. If you understand this and have any education in these matters you would know in fact that it is a Federal Crime to attach ANYTHING to the American Flag.
The ONLY thing that can be attached to the American Flag by Federal law under penalty of prosecution are GOLD TASSELS, GOLD FRINGE and they can ONLY be attached in the case of MARTIAL LAW ordered by the President of the United States of America.
Of course under martial law information, education, news, networks and the internet (as seen nightly on FOX news and CNN) are censored therefor research on this subject is not the easiest although it can be done.
The only reference/evidence that they could give were actual military/Department of Defense manuals in which the assertion of Martial Law and the indicators of the fringed and tasseled flag were referenced.

Martial Law rumors have always gone around, especially Y2K. The United States is not going to call Martial Law, now or ever. At least not in our lifetime. So chill folks

3rd Infantry’s 1st BCT trains for a new dwell-time mission. Helping ‘people at home’ may become a permanent part of the active Army

The 3rd Infantry Division’s 1st Brigade Combat Team has spent 35 of the last 60 months in Iraq patrolling in full battle rattle, helping restore essential services and escorting supply convoys.
Now they’re training for the same mission — with a twist — at home.
Beginning Oct. 1 for 12 months, the 1st BCT will be under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks.
It is not the first time an active-duty unit has been tapped to help at home. In August 2005, for example, when Hurricane Katrina unleashed hell in Mississippi and Louisiana, several active-duty units were pulled from various posts and mobilized to those areas.
But this new mission marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities.
After 1st BCT finishes its dwell-time mission, expectations are that another, as yet unnamed, active-duty brigade will take over and that the mission will be a permanent one.
“Right now, the response force requirement will be an enduring mission. How the [Defense Department] chooses to source that and whether or not they continue to assign them to NorthCom, that could change in the future,” said Army Col. Louis Vogler, chief of NorthCom future operations. “Now, the plan is to assign a force every year.”
The command is at Peterson Air Force Base in Colorado Springs, Colo., but the soldiers with 1st BCT, who returned in April after 15 months in Iraq, will operate out of their home post at Fort Stewart, Ga., where they’ll be able to go to school, spend time with their families and train for their new homeland mission as well as the counterinsurgency mission in the war zones.
Stop-loss will not be in effect, so soldiers will be able to leave the Army or move to new assignments during the mission, and the operational tempo will be variable.
Don’t look for any extra time off, though. The at-home mission does not take the place of scheduled combat-zone deployments and will take place during the so-called dwell time a unit gets to reset and regenerate after a deployment.
The 1st of the 3rd is still scheduled to deploy to either Iraq or Afghanistan in early 2010, which means the soldiers will have been home a minimum of 20 months by the time they ship out.
In the meantime, they’ll learn new skills, use some of the ones they acquired in the war zone and more than likely will not be shot at while doing any of it.
They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack.
Training for homeland scenarios has already begun at Fort Stewart and includes specialty tasks such as knowing how to use the “jaws of life” to extract a person from a mangled vehicle; extra medical training for a CBRNE incident; and working with U.S. Forestry Service experts on how to go in with chainsaws and cut and clear trees to clear a road or area.
The 1st BCT’s soldiers also will learn how to use “the first ever nonlethal package that the Army has fielded,” 1st BCT commander Col. Roger Cloutier said, referring to crowd and traffic control equipment and nonlethal weapons designed to subdue unruly or dangerous individuals without killing them.
The package is for use only in war-zone operations, not for any domestic purpose.
“It’s a new modular package of nonlethal capabilities that they’re fielding. They’ve been using pieces of it in Iraq, but this is the first time that these modules were consolidated and this package fielded, and because of this mission we’re undertaking we were the first to get it.”
The package includes equipment to stand up a hasty road block; spike strips for slowing, stopping or controlling traffic; shields and batons; and, beanbag bullets.
“I was the first guy in the brigade to get Tasered,” said Cloutier, describing the experience as “your worst muscle cramp ever — times 10 throughout your whole body.
“I’m not a small guy, I weigh 230 pounds ... it put me on my knees in seconds.”
The brigade will not change its name, but the force will be known for the next year as a CBRNE Consequence Management Response Force, or CCMRF (pronounced “sea-smurf”).
“I can’t think of a more noble mission than this,” said Cloutier, who took command in July. “We’ve been all over the world during this time of conflict, but now our mission is to take care of citizens at home ... and depending on where an event occurred, you’re going home to take care of your home town, your loved ones.”
While soldiers’ combat training is applicable, he said, some nuances don’t apply.
“If we go in, we’re going in to help American citizens on American soil, to save lives, provide critical life support, help clear debris, restore normalcy and support whatever local agencies need us to do, so it’s kind of a different role,” said Cloutier, who, as the division operations officer on the last rotation, learned of the homeland mission a few months ago while they were still in Iraq.
Some brigade elements will be on call around the clock, during which time they’ll do their regular marksmanship, gunnery and other deployment training. That’s because the unit will continue to train and reset for the next deployment, even as it serves in its CCMRF mission.
Should personnel be needed at an earthquake in California, for example, all or part of the brigade could be scrambled there, depending on the extent of the need and the specialties involved.

The active Army’s new dwell-time mission is part of a NorthCom and DOD response package.
Active-duty soldiers will be part of a force that includes elements from other military branches and dedicated National Guard Weapons of Mass Destruction-Civil Support Teams.
A final mission rehearsal exercise is scheduled for mid-September at Fort Stewart and will be run by Joint Task Force Civil Support, a unit based out of Fort Monroe, Va., that will coordinate and evaluate the interservice event.
In addition to 1st BCT, other Army units will take part in the two-week training exercise, including elements of the 1st Medical Brigade out of Fort Hood, Texas, and the 82nd Combat Aviation Brigade from Fort Bragg, N.C.
There also will be Air Force engineer and medical units, the Marine Corps Chemical, Biological Initial Reaction Force, a Navy weather team and members of the Defense Logistics Agency and the Defense Threat Reduction Agency.
One of the things Vogler said they’ll be looking at is communications capabilities between the services.
“It is a concern, and we’re trying to check that and one of the ways we do that is by having these sorts of exercises. Leading up to this, we are going to rehearse and set up some of the communications systems to make sure we have interoperability,” he said.
“I don’t know what America’s overall plan is — I just know that 24 hours a day, seven days a week, there are soldiers, sailors, airmen and Marines that are standing by to come and help if they’re called,” Cloutier said. “It makes me feel good as an American to know that my country has dedicated a force to come in and help the people at home.”
