Organizing to Challenge the Police State
It would be useful to the cause of strengthening democratic society if groups that have been dedicated to equality and social solidarity could begin to utilize the World Movement for the Culture of Peace 2000-2010. This is the follow up to the International Year for the Culture of Peace 2000 that was a major project of the UN General Assembly and UNESCO. Unfortunately it has been ignored or at best given polite lip service in the intervening years, which has meant that its cultural transformation potential has been thus far missed.
Those of us who have experienced the illegitimate and destructive role of police personnel when they have been used to intimidate citizens from exercising the duties to the community that we all have as part of Article 29 of the Universal Declaration on Human Rights - we need to join forces and document each atrocity that has been inflicted to create a culture of silence and fear - that truncates democratic development.
As a member of the Handicapped Housing Society of Alberta [HHSA] elected to the board of this agency on Nov 26, 1996 - and being prevented from serving on this board - by the criminal use of the Edmonton Police Service - by a corrupt executive of the board. I have personal knowledge of how police can be used to kill the function of democratic social organization. I urge any student who wants to look at the specifics of the police state in its subversive role, please look at the Law Enforcement Review Board [LERB] Judgement 038-99 of the Alberta Justice Department - to look at the level of lack of allegiance our authorities can have to upholding the practice of democracy. The police who were involved in the intimidation of the whole membership of the HHSA at the November 13, 1997 AGM all admitted that they threatened to arrest the members as they entered this meeting if the member was in agreement with one of the board members. The police admitted that this operation was planned in the chief's office, but the LERB Tribunal dismissed the complaint relating to this extortion as "frivolous and trivial" . The history of this agency since then has been a complete tyranny. I will be pleased to forward pdfs of legal opinions and other pleadings of lawyers who have looked into this if anyone requests. In my view it is only by joining forces, and questioning the fraudulent basis and operational history of the police state, and using the methods of class actions will these intimidating and destructive uses of police be seen as intolerable by the wider community throughout North America.
