The article is from 1989. Silverstein was going to have to get rid of the asbestos in both towers and the total cost was probably well over $1 billion. When you factor in all the lost time for those companies who would have to be absent while their floor was being worked on, the total loss in revenue could be upwards of $2 - 3 billion. But since 9/11 magically took care of his asbestos issue, Silverstein saw a net increase in his bottom line immediately.
Silverstein has already admitted that he "pulled" WTC7. That, in and of itself, is demonstration of his attempt to defraud the insurance companies and collect on his insurance claim. Oddly though, no one seems to be in a hurry to indict him for his obvious collusion with the events from that day.
