Old Boys’ Network

As we head further into the Twenty-first Century, we are still being plagued by the ugliness of corruption from long ago, while a few lust for power, as there appears to be less and less protection for the people under the ideas of democracy. So what had created this environment, and where does the future now seem to be heading? Could the end result be the breaking apart of Canada, and the creation of three independent Nations? 
 

If someone were to pick when the current political situation in Canada had been created out of, some would say it started twenty-two years ago, while others would say even longer. But for argument sake, and to outline how out of control the corrupt political environment has been permitted to manipulate Canada behind closed doors; let begin, with Mr. Brian Mulroney. In 1984, the Conservative Party was elected to the Canadian federal Parliament, with the second largest federal Canadian majority ever (211 seats). Yet in 1993, when Mr. Mulroney had left the Federal Politics, “his personal popularity was lower than that of any other Prime Minister in Canadian history.”  http://canadaonline.about.com/cs/primeminister/p/pmmulroney.htm


One had to think, how could such a promising leader, who could have greatly benefited the Canadian people have plummeted so low? Glancing into just a few of the scandals, which involved old boys black door political deals, and using his political power to give some of his supporters and friends plum government appointments, in the end this result in Mulroney’s demise from Canadian political scene.

Throughout Mr. Mulroney’s Conservative Government’s rule from 1984 to 1993, it seemed to be heading from one scandal to the next.

Scandals by High Ranking Conservatives’ Members

Beginning in 1985, Mulroney’s former Defence Minister, Robert C. Coates was forced to resign from cabinet, “for breaching security by visiting a strip bar in West Germany and chatted with strippers while he had secret North Atlantic Treaty Organization (NATO) documents in his possession.” http://en.wikipedia.org/wiki/Robert_Carman_Coates
 
Then came the next scandal, where Communications Minister Marcel Masses from Mulroney’s Government was forced to resign after allegation of “voilations under the Canadian Elections Act” which were raised against him. The RCMP later exonerated him. 
 
With no change to breath, what happened next was a scandal called “Tunagate”. Tunagate was when the Federal Minister of Fisheries and Oceans, John Fraser, overruled the Fisheries Inspectors, who had already classified possibly spoiled tuna, declaring that it was “not fit for human consumption, or even fit for cat food.”  http://en.wikipedia.org/wiki/Tunagate This possibly tainted tuna was allowed to be ship to stores, however, it was removed from store shelves, shortly after the scandal hit the airwaves.
 
The political situtaion barely had enough time to settle down, before Mr. Sinclair Stevens, the Minister of Regional Industrial Expansion was forced to step down, “following allegations of conflict of interest.” In 1987, he was found guilty of 14 counts by Justice William Parker. However, in 2004, “a Federal Court overturned Mr. Stevens conviction and found Parker’s definition of conflict of interest exceeded that in the guidelines governing ministers in the Mulroney Cabinet, and that Stevens’ behaviour did not violate the guidelines that governed him.” http://en.wikipedia.org/wiki/Sinclair_Stevens Just as the political wheel kept going around, another scandal slammed into the Conservative Party, as Minister of Public Works, Roch La Salle, was removed from his position of Minister of Public Works, in 1987, “when he was charged with accepting a bribe and influence peddling. With the slippery slopes of intergity now thrown to the side, the scandals of the Conservative Party continued, as Michel Côté, Minister of Supply and Services was “forced to resign from Cabinet when he was accused of being in a conflict of interest due to a personal loan he accepted from a client of the government.” http://www.reference.com/browse/wiki/Michel_C%F4t%E9

Free Trade

Entering into the 1988 Federal Canadian Election, Canada had been divided into two camps. One of the camps, being the group of individuals from the Federal Conservative Party, who wanted Free Trade with the USA. While in the other camp, were many people who opposed this Trade Agreement. But, with the illusion of smoke and mirrors, Mulroney and others in his party were constantly pointing towards how, low population in Canada required an entry into the US economy in order to prevent a recession that was similar to 1981-1982. However, Mulroney had forgotten to disclose all of the information to the Canadian people. By not disclosing all of the facts, in 1992, Mr. Mulroney was allowed to finalized NAFTA (North American Free Trade Agreement), with USA, Mexico and Canada, which Mr. Chrétien later signed into law. However, in the present world marketplace in 2006, the current demand for the oil and gas by China and other nations, Canada could have quite easily survived without depending upon the USA as a the main customer for its natural resources, which proves to be drastically different than the worries that Mulroney’s Conservatives had painted back in the late eighties and early nineties.

GST One Of The Most Hated Taxes In Canadian History

 With double political talk, and using the official excuse of replacing an old Manufacturing Tax with a more modernized Tax that would bring the prices down. Mr. Mulroney’s Conservatives brought out another tax in 1991 that was called the GST (Goods and Services Tax), which a very confusing and complex tax that was deeply hated by many parts of Canada. In the end, the true reality of GST was seen as one of the biggest Federal Government tax grabs from the Canadian people ever, which drastically went against what Mulroney was saying when this Tax was first brought in.

Airbus Scandal

If anything had not been learned from theses scandals that came from the Conservative Party Cabinet members and others, the slope down the back door political deals of old continued, as the Airbus scandal came to light. Right away, the allegations of possible kickbacks in the purchase of Airbus Jets by Air Canada, led to an investigation into whether or not Mr. Mulroney had directly accept money in regards to this scandal. In 1995, Mr. Mulroney won a lawsuit that he filed against the Liberal Party over allegation that this party made against him.

“Though there is no evidence that Mulroney accepted kickbacks while Prime Minister, it was acknowledged in 2003 that shortly after stepping down as prime minister in 1993, Mulroney accepted $300,000 over 18 months from Schreiber. Mulroney claims that this money was paid to him for consulting services he rendered to help promote a fresh pasta business and develop international contacts for Schreiber. To the people, who are not familiar with Karlheinz Schreber, he is a German born lobbyist, fundraiser, arms dealer and businessman. http://en.wikipedia.org/wiki/Karlheinz_Schreiber Since 1999, Schreber has lived in Canada, while he fights to avoid being sent back to Germany, where he would face, “allegations of fraud, bribery and failure to pay $20 million in taxes to the German government on commissions related to sales in the 1980s of Airbus jets.”

 

Selling the Canadian Government to the Control of Chartered Banks

In an effort to further line the pocket of the big corporations of Charter Banks, Mr. Mulroney’s Conservative Party eliminated “Statutory Reserves”, which had been used in the past “for checking and other short-term deposits amounted to anywhere from 8 to 12 percent and for longer-term deposits less.” 

 
However since the Bank of Canada did not pay interest on these deposits, and had in the past used this money that was made off of the interest to be put in the coffers of the Federal Government. This had enabled the Federal Canadian government to make loans thru the Bank of Canada, where the interest was directly paid back to the Bank of Canada and then passed back into the Federal Government’s coffers, in the way of “dividends.” But, now that the excess money was no longer there, and the Federal Government was require to borrow the money from the Chartered Banks, which was paid back with an interest rate at the same time. The end result of this move by Mulroney’s Conservative Party, it had caused the National debt to increase at a faster rate of speed. Meech Lake and Charlottetown Accord

In order to gain power and win the Federal Canadian Election in 1984, Mr. Mulroney made a deal with Quebec Separatists. Mr. Mulroney had done this, in order to appear to be the man who had brought Quebec into the Canadian Constitution that was barely two years old, which Quebec had not signed. These special future promises of giving Quebec recognition of “distinct Society” and an “entitled to a veto over any constitutional change” threw Quebec’s support behind Mulroney, in the 1984 federal Canadian election. However, when it came time to collect on Mulroney’s promises under the Meech Lake Accord, a few Provincial politicians had seen the true dangers within this Accord and unbeknownst to many Canadian an “NDP backbencher in the Winnipeg legislature, Elijah Harper, effectively killed the deal. In 1992, in the Charlottetown Accord, came the second attempt by Mr. Mulroney to deliver on his promises to the Quebec Separatists, which was in the way of a National referendum, rather than being decided by elected officials. No expense was spared on Mulroney’s side, as he marshaled together his troops of big business, his media connections and numerous other connections, while he picked up the dice and rolled them. However, the dice had hit snake eyes, as Canadian people had seen through this unjust agreement that gave more power to one region of Canada, while sacrificing the West, Ontario and the East Coast of Canada, which caused many people to vote against this Accord.  http://thetyee.ca/Views/2005/09/19/MulroneysWhoppers/print.html 
 
In the years that have past, the failure of the Meech Lake and Charlottetown Accord have only further driven a wedge between Quebec and other parts of Canada. 
 
Liberal Government

In 1993, came the illusion of positive political change across the Canadian landscape, as Chretein’s Liberal had won a majority. However, this thin illusion of being for the people was only a thin disguise of the facts, while the greasing of political corruption and back door deals of old still ruled over Ottawa, being carried out in the shadows and behind closed doors. Broken Promises To Eiliminate GST Before the ink had even dried on Chretien’s Federal Liberal Party victory, where he had his famous “Red Book”, which some may question if this book may have been a nothing but a simple coloring book. Mr. Chretien was faced with the realization that the Canadian economy was in poor shape, and there were no replacement for the GST. Broken Promise To Renegotiate NAFTA (North American Free Trade Agreement)

With another Chretein’s promises from his “Red Book” coming to light, he promised to renegotiate NAFTA, all in an effort to protect what this leader called “Canadian Culture and Identity.” However, because the USA Congress was in the process of approving this agreement, and there was no desire to re-enter into talks again on this agreement, it was not reopened. Still “Chrétien did succeed in obtaining a few changes to the agreement”, however, these changes did not even come close to the requirements that were laid out in the “Red Book.” ‘Nonetheless, in December 1993, Chrétien signed the NAFTA agreement.” http://www.mapleleafweb.com/features/party/liberal/chretien/red-book.html

Broken Promise To Appoint an Independent Ethics Counsellor

Once again, the election promises of 1993, which were listed in the famous “Red Book” came back to haunt Chrétien and his Federal Liberal Party, as he might as well of opened his own mouth and inserted his foot. During this Federal Canadian Election, in order to present himself and his Party as being separate from the political corruption of Mulroney and even past leaders, Chrétien promised in his “Red Book” to appoint an Independent Ethics Counsellor “after consultation with the leaders of all parties in the House of Commons and will report directly to Parliament.” But, even before this promise had a chance of becoming a reality, member of the Federal Liberals had defeated this promise in Parliament Hill by a vote of “145 to 122.” http://www.fact.on.ca/news/news0102/np01021b.htm

Shawinigate

Back in 1993, with a victory in the Federal Canadian Campaign almost locked up, Mr. Chrétien decided to sell of some of his personal holdings, and place the rest of his holdings into a blind trust. This is where he decided to offload his shares that he had in a golf course and a hotel called Auberge Grand-Mère, where he was part owner in. However, a few years afterwards, when Mr. Chrétien had been in power, in 1996, he stated that he Jonas Prince, a Toronto real estate tycoon, who purchased the Grand-Mère Golf Course, had not paid him. At that time, Chrétien contacted his own Lawyer, and had his lawyer take care of the sale of this property to other future investors. In addition, Chrétien contacted the federal Ethics Counsellor, in regards to this matter. But this is where it became a little tricky, for Chrétien had placed a phone call “to the federally owned Business Development Bank of Canada in 1996. Chrétien was lobbying for a loan for Yvon Duhaime, the friend who bought Auberge Grand-Mère. In 1999 Chrétien finally sold off his share the Grand-Mère Golf Course, to a Montreal billionaire, “the ethics counsellor rules there is no violation of conflict rules in the case.“

The Federal Canadian Ethics Counsellor, who reported directly back to Chrétien, later exonerated him. This same Ethics Counsellor was suppose to have been, according to the “Red Book” an Independently appointed Ethics Cousellor, who was suppose to report to the Parliament, however, as pointed out above members of the Liberal Party had voted against this political promise.
Pepper Spraying of Students At The APEC In Vancouver In 1997

In 1997, during the APEC meeting in Vancouver British Columbia Canada, the actions of a few members of the RCMP (Royal Canadian Mounted Police) forces disregarded the rights of Canadian students and protestors, which made people look at their calendars too make sure that they were still in the late nineties and not back in the oppressive thirties. This environment had been created out of Mr. Chrétien worry that protestors would embarrass other APEC leaders, who were attending this meeting; and because of this an environment had been created, where acts of complete darkness and out of control authoritarian power arose. Just a few highlights that came from the report, which was released CBC in regards to the APEC Inquiry in 2001, as heard on “Free Speech Meets Pepper Spray” at http://archives.cbc.ca/IDC-1-73-1700-11710/politics_economy/political_scandals/clip8TEST Quoting just a few points brought up from the report, it pointed to “Failure in planning” by the Federal Government, Police conduct that was “Inconsistent with respect for fundamental freedoms of protestors”, and “Improper involvement by Ottawa ”, Further on in the CBC video it was reported that the APEC Inquiry had pointed to the fact that “Pepper spraying that was unnecessary,” and “Strip searches that were unacceptable.” When Chrétien was later question by reporters at a press conference, he said “I don’t think APEC will ever have human rights on its agenda”. http://archives.cbc.ca/IDC-1-73-367-2016-20/that_was_then/politics_economy/apec_protest

Police State Actions of Oppression At The Submit of Americas Meeting In Quebec City In 2001

As the backward calendar of time was now permitted to head into the twenty-first century, Chrétien had put the rights of the corporations above the rights of the people, which was only further re-enforced by his past comments coming from the press conference on APEC, where he stated, “I don’t think APEC will ever have human rights on its agenda”. This past stance by Mr. Chrétien was only further re-enforced, when a summit meeting for the Treaty of the Americas took place in Quebec City, in 2001. With a police force present that would have made any third world Dictator proud, protestors and innocent citizens were attacked with tear gas and Police Billy Clubs.

Yet, why was this meeting for the Treaty taking place behind closed doors? And why were the Aboriginal (Native Americans) leaders throughout the Americas not permitted to be part of these discussions? Right away, this Treaty was another attempt by a corporate few to bully, intimidate, snatch by all intellectual property from the artist, and strip the ordinary people of their basic rights. In essence, this Treaty would have further created an environment of the supper rich and the supper poor, with no middle class in between to balance out nation’s economy and keep the ideas of Justice, Liberty and Democracy for the people. At this time, in 2006, this Treaty has been sidetracked, as a couple of South American Nation had voted against this Treaty. But, as seen by the continuing of pushing for the ideas of Globalization and Corporate control, one has to wonder, if this sidetrack status could only be a brief pause, in the push by the Political Extremists’ desires to push their twisted ideas of Globalization upon people.

AdScam or Sponsorgate

If the Chrétien’s Liberals could not have hit any lower, it was forced to face another scandal, under the impression of “an effort to raise Canadian patriotic sentiments to counter Quebec separatism.” Chrétien had his inner circle set up a sponsorship program within Quebec, where it was used to “buying publicity space at local events (festivals, sports, stadiums, etc) and showcasing Canada’s flag.” Yet, out of this environment, the ugly head of political corruption, and kickbacks were permitted to survive and flourish unopposed, which had been exposed by a report from the Federal Auditor General, in 2004. This then sent uproar across Canada, and to answer the calls for Political change, Paul Martin set up the Gomery Inquiry, where Martin was vindicated, with most of the blame placed upon Chrétien and a select few of his closest supporters. This sediment coming from the Gomery Inquiry sent ripples through the Liberal Party and created two camps, on one side the supporters of Mr. Chrétien and the other supporters of Mr. Martin.

Gun Registration or C-68 As others Have Come To Know It By

In an effort to respond to the Montreal massacre, that took place on December 6 1989, where a deranged gentleman by the name of Marc Lepine had entered into the University of Montreal’s engineering school and killed 14 women; the Federal Liberal Party passed C-68 a gun control Bill. However, right away problems could be seen in C-68, as the cost to enforce this Bill has risen way beyond the 1 Billion dollar level, which in turn send questions of possible corruption throughout the Political landscape in Canada. This then caused the creation of two camps within Canada, the ones who support gun control and the protection of the people from weapons, and the second camp being the ones who want the right to legally own hunting rifles and shotguns. One possible solution may be to talk to both sides and see if there is any common ground, then go from there to draw up a fair agreement, which would then be put to the people, in the way of a national referendum. Are The Conservatives A Continuation of Past Old Boy Corruption and Back Door Dealing

Has time truly turned back, placing Canada in a time warp, where the actions and tendcies of yesterday could now be standing in front of the nation. Watchings the Conservative Party, which has risen out of the Radical Western roots of the Reform Party, where the former Leader of this Party, Mr. Manning, had said “that the ends justify the means.” Many questions of past lack of ethics and comments keep going throughout people’s minds, as Canadians wonder will sooner or later these past actions show up, which in turn will keep Canada on the same pathway of utter democratical obileration that Mulroney and Chretein were taking Canada on?   

Now, as Canadians stand in 2006, the Conservatives would have you believe that the Mr. Harper has changed his spots and is not the same as he use to be. But, the question would have to be, could this be an illusion only used to possibly trick the people,or is there some merrit in what is being said by these people? 

How Mr. Harper Proposed Federal Accountability Act Conflicts With His Own Past

With slogans like “Stand up for Canada”, and attempts to protray himself as being someone who has a “Blue Book”, which all we know could possibliy be another Federal Canadian coloring book, Mr. Harper has said that he will pass a “Federal Accountability Act designed to end the influence of big money in Ottawa and crack down on a lobbying culture that has thrived under Paul Martin.” Just quoting a few points from the Federal Conservative Party Election page:

  • Banning corporate and union donations, while limiting personal donations to $1,000;
  • Overhauling lobbying laws and banning all ministers, ministerial staffers or senior public officials from lobbying government for five years after leaving their post;
  • Give more power to the Lobbyists Registrar, Ethics Commissioner, Information Commissioner and the Auditor General, and;
  • Give the Auditor General a mandate to conduct a complete review of the more than $30 billion in annual federal grants, contributions and contracts.

In order to understand how these above points are an example of do what I say, not do what I do; first lets examine how Mr. Harper, who was once a President of a Conservative Lobbying group called “National Citizen Coalition” (NCC) from 1996 right up to 2002. For those, who were not familiar with the NCC or their stance; the late Colin Brown, a former millionaire insurance salesman, who had “hatred of public health care”, formed this group in 1967. http://www.nupge.ca/news_2004/n08no02a.htm

Lets take a look how the NCC organization, an allegedly non-profit group, successfully supported Mr. Harper’s federal political campaign in 1993, in regards to his “bid to become Reform MP for Calgary West.” http://en.wikipedia.org/wiki/National_Citizens_Coalition
In addition, let us not forget Mr. Sphen Harper’s comments when he had just won his leadership of the 2002 Alliance Party, where he decided not to disclose all of his donators and and supporters, who had given money to his campaign. Quoting Mr. Harper’s words “…there’s absolutely no reason why people who want to help out and express their political views…should have to reveal their names and addresses to the Prime Minister…” http://www.stephenharpersaid.ca/pdf/ncc.pdf
What Mr. Harper had forgotten was the Canadian Election Act of 2000, where it states that “Candidates and parties are required to report the name and address of every contributor who donates more than $200. In addition, the Canadian Election Act did have a limit on advertising by individuals or groups to oppose or promote a political candidate, party or leader”. However, at this time there has been an injunction on this section, put on in to suspend these sections of the Canada Election Act, which has come out of Alberta, Canada. Still with this injunction in place, third parties must report their expenditures of over $500 to “Chief Electoral Officer” and over $5000 expenditures on advertising or more these parties “must also appoint an auditor.”

However, one of the most important reasons behind wanting to know where the funding had come from, was to make sure that no foreign power, gun smuggler or possibly a foreign Religion was not illegally funneling money over to a Federal Party. Because of Mr. Harper’s unwillingness to give up the information, could this information possible lead to in the future what may come be known as the Conservative Sponsorship scandal?

Not Disclosing All Of The Information

In an act that could quite easily have been seen as coming from Mr. Mulroney’s or Mr. Chrétien government, and remembering back to when the GST, Free Trade and NAFTA past; Mr. Harper’s Conservatives had an independent assessment done on their platform, by “Conference Board, an Ottawa-Based think-tank.” The Deputy Chief economist, Paul Darby “did approve Tory Election platform”, however that was before he found out that two promises had been omitted and not handed over to him until later. Those missing promises from the Conservative Party being “timely health Care” and “fiscal imbalance” (a fair equalization of transfer payments made between the Federal Government to the Provincial Governments.)

Past Right Wing Comments

To those, who have had a chance to look into Mr. Harper’s past, you have to wonder from time to time, if he has been stuck way back in the oppressive thirties? Just a few of his numerous comments are: “As a religion, bilingualism is the god that failed…” On abolishment of Human Rights Commission “…as they are evolving, are an attack on our fundamental freedoms and the basic existence of a democratic society. It is in fact totalitarianism. Canada appears content to become a second-tier socialist country, boasting ever more loudly about its economy and social services to mask its second-rate status.” Originally voted for gun control registry, saying he was for it in principle, but changed his mind and voted against. One would have to wonder, if Mr. Flanagan, an US born, University of Calgary Professor, who in the past had written novels that “dismissed the continent’s First Nations as merely its ‘first immigrants’ who trekked across the Bering Strait from Siberia, preceding the French and British et al by a few thousand years — a rewrite which neatly eliminates any indigenous entitlement. With this said, because Mr. Flanagan was the main campaign manager for Mr. Harper’s Federal Canadian Campaign in 2004, and is still involved with Harper’s political party as an advisors, in the 2006 campaign, one has to wonder if Mr. Flanagan’s views on Aboriginals may be in acted on once Mr. Harper was to gain power in Canada?

Conservatives 2004 Proposal To Control Canadians’ Thoughts

During the federal Canadian election of 2004, Party spokesman for the Conservative Party, Jim Armour, indicated that his party would put control of the CRTC (Canadian Radio-Television and Telecommunications Commission) directly under the control of the Federal Heritage Minister, and under the control of “public servants within the Department of Canadian Heritage”. This one move would have permitted total Government control over what was seen, heard, said, and read throughout every form of media in Canada, as the Minister of Heritage would be able to decide who was to get broadcast licenses. http://www.workopolis.com/servlet/Content/qprinter/20040621/CRTC21 Presently, these decisions in regards to the CRTC are done by an independent board, that reports to the Heritage Minister, who passing it one to Parliament. Yet, before any one overlooks this point, lets remember back to the former Liberal Heritage Minister Michel Dupuy, who “came under fire for “representing a constituency in a Canadian Radio-television and Telecommunications Commission (CRTC) application.” Dupuy was later dropped from Cabinet and did not run in 1997 election. http://en.wikipedia.org/wiki/Michel_Dupuy So just think if this Federal Conservative Party proposal was to become a reality, what Michel Dupuy came under fire for, may actually be common practice in the future, as the checks and balances of keeping the Federal Canadian Government out of the control of the media would be over. Overnight the ideas of Big Bother and “1984” would be a reality. This is why people should question if the current Conservatives in 2006 are going to possibly hold to this proposal of 2004? As Canadians go into their election booths, and decide for themselves, who will rule them, remember to vote with your mind and not your heart.  There are still many other examples of corruption that could be pointed out in Canadian politics.  However, this article was only meant to highlight the atmosphere that has been permitted to rule Ottawa.  While, I show what people may think of as being a positive change may be nothing more than, like the Canadian Rock Group Bare Naked Ladies say, “It’s all been done, before.”
