What do you think of CDI.org? they have an interesting article this month. Basically, it&#039;s the biggest DoD budget since WWII, yet the smallest armed force in total manpower. No surprise to you, I&#039;m sure, but this leads us back to Eisenhower&#039;s classic observation. 
 
Management is a bigger word than gets it&#039;s due. Expenditures are so frequently mis-appropriated that the solution seems more illusive the more time goes by.
