What do you think of CDI.org? they have an interesting article this month. Basically, it's the biggest DoD budget since WWII, yet the smallest armed force in total manpower. No surprise to you, I'm sure, but this leads us back to Eisenhower's classic observation.

Management is a bigger word than gets it's due. Expenditures are so frequently mis-appropriated that the solution seems more illusive the more time goes by.
