ICBMs; b) the implicit cost of the increased risk of terrorist attack our hosting the base entails; c) the explicit cost of further increasing Australia’s domestic and international counter-terrorism measures to address such increased risks; or d) the cost to Australians of the further encroachments on their civil liberties that will be justified as a necessary part of such counter-terrorism measures. “All costs will be carried by the US” presumably doesn’t include
